Tulane Author Fees to be Waived for Open Access Articles in Wiley Journals

Tulane University Libraries has signed a transformative open access agreement with Wiley, a global leader in publishing, research and education. This agreement will provide Tulane University Libraries affiliates with free access to Wiley’s complete journal portfolio and enable participating researchers to publish accepted articles open access in all of Wiley and Hindawi’s more than 1,800 hybrid and gold open access journals. This is especially important because new guidelines from the White House Office of Science and Technology Policy now call for the results of all federally funded research to be freely available without paywalls. The agreement took effect on January 1, 2023.

This was the fourth agreement with a major scholarly journal publisher that Tulane University Libraries had negotiated to waive the article publication charges for Tulane authors who want their articles to be published as open access or publicly available. The other publishers include Cambridge University Press, through which the library pays for subscription access to around 400 journals spread across science, engineering, medicine, social science, and humanities disciplines; the American Chemical Society (ACS), through which the library subscribes to around 65 journals focused on chemistry and related fields; and the PLOS (Public Library of Science), a highly-regarded Open Access publisher of 12 journals empowering researchers to accelerate progress in science and medicine by leading a transformation in research communication.

Tulane University Libraries has now signed a fifth agreement with Elsevier, one of the largest publishers of scholarly journals in the world, publishing more than 2,600 titles. Globally, Wiley has achieved open access partnerships with over 2,200 institutions spanning 23 countries, which provides the opportunity to publish more than 69,000 open access articles each year. Wiley established its first US open access arrangement in a pilot with Iowa State University in 2021 and has more recently completed open access agreements with several groups of libraries in large consortia based in California, Ohio, and the Northeast. Tulane is among the first US libraries to establish a similar agreement with Wiley independently.

The agreement does have some limits. It will allow for up to 37 Tulane author fee waivers during the first year, eventually increasing to 40 in 2026. The cap is based on the university’s publication history, however, and is proportionally in line with the library’s other open access agreements.
